2005-2010 STATEGIC PLAN

In June 2005, Terre Sans Frontières completed its Strategic Plan for 2005-2010. Such a tool was first developed in 1994 and used again in 2000. On a regular basis, TSF ponders on its orientations and the involvement of the members of personnel, the Board of Trustees, the partners and volunteers greatly contributed to the success of TSF during the past decade. Hereunder are the key elements of this new Strategic Plan, in relation with the action programs.

SUSTAINABLE DEVELOPMENT INTERNATIONAL PROGRAM

Prioritizing interventions in 12 countries
Africa : Burundi, Kenya, Uganda, Democratic Republic of Congo (DRC), Rwanda and Tanzania
Americas : Haïti and Honduras
Asia : Philippines
Others : India, Chad, Central African Republic
TSF will continue to operate primarily in the countries where the Brothers of Christian Instruction (FIC) are present. Compared to recent years, an increased involvement in Honduras, the Philippines and Tanzania is planned. The DRC will remain the main country of intervention with most of the activities taking place in the Dungu region, while also working in Isiro, Bunia and Aru.

Focussing on five sectors
Education as a key sector
TSF will devote about 65% of its resources to primary and secondary education, and to literacy for young adults; it will pay particular attention to the education of girls.
Clean water and health
Drinkable water and health, including paramedical care, will be two major priorities. Schools and other training centres will be among the primary beneficiaries of water systems.
Transport and communications
Avions Sans Frontières, in the Democratic Republic of Congo, will continue to be a top priority for TSF.
Community development
TSF will support primarily women’s associations that focus on economic activities.

Concentrating the interventions around three axes
Institutional support
TSF will aim at strengthening the capabilities of its partners in the field.
Small scale projects
TSF will support reconstruction and rehabilitation of schools and of sanitation systems, as well as small scale projects focussing on rural and community development.
International volunteering
TSF will send more health professionals for short missions. Latin America will remain the main field of intervention for these Canadian health volunteers.

Working in partnership with some fifteen local organizations
A list of TSF main partners in Africa and elsewhere is provided below.
TSF fully trusts these partners who, over the years, have repeatedly proven their integrity and dedication to helping the poor. These partners are perfectly capable of identifying the needs of their communities and to design realistic projects which TSF can support. Thanks to them TSF can respond effectively to the legitimate expectations of the local people.


EVANGELIZATION PROGRAM IN THE SOUTH

This important component of the TSF activities is distinct from the sustainable development international program. Run in an ecumenical spirit, it aims at reinforcing the self-reliance of underprivileged people.

Increased level of involvement
This program will use 10% of the resources available to TSF: private contributions, mainly those of religious communities and of such partners as the Centre missionnaire Sainte-Thérèse (Montreal) and the Roncalli International Foundation.

Projects of all kinds
Training individuals and community leaders, social activities, charitable initiatives...

Countries of intervention :
The same countries as those of the sustainable development program
Separate book-keeping and regular financial follow-up

SENSITIZATION AND PUBLIC EDUCATION PROGRAM

Increased magnitude
Quite a remarkable effort with about 10% of the financial resources of TSF

Geographical scope
The general public of the Montreal South Shore and the Montérégie region, with special focus on people aged between 15 and 25.

Targeting the Canadian health personnel
Special attention will be paid to the dentists, optometrists, chiropractors, etc., already involved in the various programs like DSF, OSF, CSF, etc.

Promoting the role of Terre Sans Frontières
TSF would like to become the key partner of the religious communities, to improve the welfare of the populations of the South.

Poverty reduction in Quebec
A stronger commitment of TSF through financial support of local groupsBN


HUMANITARIAN ASSISTANCE

TSF will make it a duty to come to the assistance of its partners in the South whenever they suffer from a natural disaster or a political crisis.
